In a reconstructed system, all university schools of liberal education (UNIPORT, UNIJOS, MADONNA, UNILAG, etc.) would have conceived themselves as a capstone in national education. They would conceive themselves as innovation centers, and rounding-out and clearing-houses for advanced levels. They must also conceive themselves as below the ‘’National University.’’
The National University is to become a one-of-a-kind institution, to be different in nature and concept from Western universities. It must be developed to meet specific Nigerian needs first. As a school, it must be capable of developing concrete and realistic national goals. When organized and structured, it is through this national university that Nigeria's advances can be made. This special university shall streamline the activities of all other university schools of liberal education under its care (ESUT, LASU, UNIJOS, COVENANT, ETC.). While overseeing learning, it will be setting standards and awarding degrees. For it to be responsible for standards, degrees, and awards, all other current universities (UNIBEN, ESUT, LASU, UNIJOS, ETC.) shall quit awarding degrees. While coordinating affairs of all schools, the national university will be seeing to various communities’ developments (be it Awka community development initiative, Abeokuta community development, Sabon Gari community development, Ikwerre community development initiative, etc.,) At the same time, the national university shall be intermingling with government agencies providing unceasingly, sound studies and research on issues bordering on leadership and the smooth running of the government. It would guide the central government's economic sector and social development programs in line with a clear, well-thought-out Master Plan to guide the educational processes and determine where things start and what the nation intends to accomplish with education.
YFIBIGO must clarify that the ‘’National University’’ here mentioned is to become the highest institution in the lands, and different from the existing ‘’National Open University of Nigeria, or University of Nigeria (UNN).’’ The National University professors and assistant professors, while concentrating on research and advanced studies, must make the most important requirement of reorganized associate professors cultivating the spirit that accepts ‘’highest standards and competence in instruction.’’ National university colleges must have a new mandatory role in a radically changed conception of collegiate roles, only for specialization or professional training. Dr. Chancellor Williams says that if we succeed in creating a new conception of college, we will have made the University College of Teaching an advanced professional school for all the teachers in the country, and will be concerned with specialization in teaching only. The National University by having a tremendous role unlike no other in the whole history of civilization, and by guiding and improving educational development down the line, will rekindle the national spirit and help clear the impression that Nigeria education is half-baked, or utterly worse, with far reaching consequence of youths escaping this country for learning outside Nigeria. The National University can only be reached after graduating from a reorganized university college or institute. In that case, a graduate from UNN, Ife Babalola, Yaba Tech, etc., may no longer be said to have made it to the highest level of educational institution in the land without being awarded a degree certificate from the National University. The National University has the greatest challenge ever offered to education leadership.
By its nature and scope of work, it will be on the national level, serving a role that no institution in Nigeria has. These are a few of the multifarious duties that fall on its shoulders.
